severe headaches base of my skull. difficulty swallowing, difficulty walking stairs

I have severe headaches at the base of my skull. I am having difficulty with some swallowing, it is impossible to go up stairs without holding on to something. I am forgetting more words and now my left arm is going numb. I saw a neuro who thinks I have anxiety about stairs!
