going up and down

i'm not sure if this is right forum for this question but here goes
for some years now i have been having a horrible sensation of what i can only describe as going up and down

what i mean by this  is that the lower half of my body is going up and down and the upper half of my body is is going up and down at the same time i can best explain it by holding an elastic band between  the thumb and finger of each hand and pulling it it in an up and down motion. i never get a break from this as it is never stops it goes on and on as often as breathing it never stops and i'm finding it more and more difficult to walk
i have told my doctor about this and he has discussed this with the other doctors in the practice and they  all admit they dont know or have any idea what this may be .has anyone ever heard of this as i seem to be the only person in the world with this problem i am being treated for type 2 diabetes and hbp but which is now under control
