You should always look into the eyes of people while having conversation. Always remember that people notice you where you looking while conversation. Get rid of this otherwise people will stop talking to you and stand with you.

You need to find something else to focus on. If you can't keep looking who ever the person is in the eyes try looking at their eyebrows. If you MUST look at their private parts I suggest waiting until they aren't looking directly at you and just a quick glance so you won't be noticed and be looked at as a pervert. Everyone does it, it's just making sure you don't constantly do it and get caught doing it lol.
