Broken Fibula not joining, surgeon says that's fine?

So I broke two bones in the Tibia and three in the Fibula six months ago, the rod is a bit painful but the Tibia is healing well, two of the Fibula breaks have healed well but the lowest one is not connecting at all. The surgeon
is saying it can't be pinned together or anything and that scar tissue will hold it together? it's through Workcover
so costs aren't an issue. Seems a bit odd to me, any thoughts?

The fib is classed as a not weightbearing bone, it takes around 20% ish of the weight where the tib takes 80%.

The bottom of the fib is held by a ligament called the syndesmoses which keeps the two together along with ligaments around the lateral malleolus  which is at the distal end of the bone.

It probably could be pinned, but there's always arguments that just because you could, doesnt mean you should. If it works ok without the risk of the anaesthetic and infection then its always the best option :)
