My ankle is crunching and popping and I don't know what it is.

I have hip dysplasia in both of my hips. My left hip is rotated to far out. This is causing my ankle and knee to be pointing to the left more than it should. I was told by my doctor that this could cause some discomfort. But recently, it has been hurting a lot. My left ankle hurts on the outside part of my foot, next to the ankle bone, and up and down that area. It doesn't hurt much when I'm standing on it or walking, and it is not swollen at all. But if I straighten my foot out to be at the same angle as my leg, it will hurt. if I try to pop my ankle at all it hurts and makes a crunching/crackling noise. If I have my foot straightened out, as mentioned earlier, and wiggle my toes, it starts to make a feeling and sound of it crunching. People can rest their hand on my ankle and feel it. None of this stuff happens with my other ankle at all. If I wiggle my toes or straighten my foot, there is no pain and no noise. I don't know what this is and everything I have read about the pain in that area does not sound right and most everything says there should be swelling.
