Numbness in Shoulder

I am feeling numbness in my left shoulder and below the point where back starts and radiating till my fingers. When I am sipping tea, I feel numbness while holding the cup. I also get pain in my lower back and beneath the knee.

I was suggested MRI of Cervical spine and Screening of Lumbar sacral. As per MRI, I am sufferring from C5-C6 disc herniation.

MRI says:

Central and left paracentral broad based disc protrusion at c5-c6 level compressing the thecal sac and indenting the cord towards left side causing left foraminal encroachment compressing left C6 exiting nerve root.
Central disc protrusion at C4-C5 level compressing the thecal sac.

My question is : can this be treated with physiotherapy or surgery is the only option which my doctor has advised. Right now my doctor told me to take 1 week complete bed rest. While typing this question, I am feeling weakness in my left arm. Is my problem so serious.

Please help.
