Old man with arch feet

I'm friends with a cleaner at a local library and I noticed that his feet are sort of arch/twisted unnaturally. I asked him why and he said that it was an injury from a few decades back when he was younger.

He's able to walk right now, abeit arched; on the outside of his feet.
He also mentioned that it worsen as he got older.
He refuses to see a doctor. He depends on pain relief medication that he gets from chinese medication halls
Is there any way, with proper treatment, that he can walk normally again? (what kind of treatment)
If he doesn't get treated; will it become so bad in the future that he'd have to move around in a wheelchair?

I can't open these pics. Ask him to describe "the injury" and what were the x-ray findings at the time. I'm finding this story a little difficult to believe.

Hi arctic_ocean, thanks for making the pictures available. What I suspect is that the person is suffering with a problem called "Pes Cavas", which is also called a high arch foot. There are number of causes of this condition, and trauma or accident related injury could also be one. This deformity can also be congenital in nature, so unless a thorough diagnosis is performed, it is difficult to pin-point the exact cause. Coming to its treatments, when diagnosed at an early age, it can be treated by Ankle foot orthosis, think of braces in simple words. However, the person is question is an elderly. Surgical treatment may be considered but its important to keep the age of the person in mind, and whether the benefits of surgery outweigh possible risks or not. Its not possible for me to give a comment on that without having access to detailed X-ray, MRI scan and medical history / condition of the person.
