Post ACL Surgery Uncertainty

Hello to all who may assist me. I had acl surgery last week. My original injury was a tibial eminence fracture but my acl was ok. All along I thought my surgery and surgeon agreed to try to repair the fracture but however she said right before the surgery that repairing the fracture does not look promising and that an acl reconstruction is better. Was she wrong for doing this? Thank you. I just feel like I've been lied to in a way.
