Will pain and swelling from tib/fib fracture ever get better?

My daughter had a significant tib/fib fracture three years ago that required rods.  Rods were removed 12 months later.  She is still dealing with daily pain, significant swelling and has has a stress fracture.  Surgeon says not surprising given how tramatic the injury was.  She is now in PE class and can hardly walk and has extreme swelling.  She has had an MRI and everything looks ok.  Will pain and swelling ever go away?
