Doctor's Obligation when you are kicked out of Pain Management

After 11  years, my husband was kicked out of Pain Management for smoking pot (for the first time in 20 years).  All new doctors want a referral and this is obviously going to come up.  Does his current doctor have a medical obligation to ween him off of Morphine after 11 years?  He also suffers from seizures, and they are awful when she  has screwed up his medicine many times over the years.  The clock is running out and I need a Plan B!

Once a doctor decides to dismiss a patient, they aren't obligated to provide a taper or a final prescription.
In fact, it is pretty unusual these days for a new pain management doctor to provide meds on the first visit. They typically want to obtain records from your previous drs., and wait for a urine test to come back before they decide to provide meds.
I suggest you contact your primary for a referral asap.
