Is this legal?

I have a deteriorating and fusing neck. I also have severe arthritis in it. My former Dr. Gave me 10 Norco 10s. I moved, I have been seeing a neck and back specialist for a year. I have cut myself down to 4 Norco 5s a day because I don't want to depend on them. I have been on Norco's for 9 years. The doctor said my neck cannot be operated on, and he called yesterday and told me (he did this 1 1/2 months ago) he will not prescribe me anymore medicine. Last time I ended up in ER with a pulse at stroke level, disorientated and I could barely walk. I lost 30 pounds couldn't walk it was bad. His staff finally gave me an appointment 3weeks later. I went without my makeup, so he could see how sick I was and he said"my God this never should have happened"  He quickly wrote me a prescription. Now he has cut me off again. I've called 60 pain mgmt Drs in and around Houston, no one can help me. A slammed door wherever I go. I try to do without meds, because I don't want to depend on them, but I need them. Is this legal? And I had the injections, they had no effect whatsoever.

I'm new here so please take what I say with a grain of salt. But doesn't your mind "feel better" without medication? I could be totally totally wrong, and I am happy to be corrected, but isn't the pain relief from a norco5 pretty minimal, like that of an ibuprofen or something? If so, then maybe your doctor has some non-narcotic substitutions that are safer and more effective?

I have a horrible messed up neck and sometimes an ice pack kills the pain better than a pill. I'm new here and not recommending ice or anything, I'm just making the point that maybe your doctor has things to recommend so that you can be thankful you don't have to take pills. Right?

Yes as long as it's stipulated in the pain contract he should of had you sign. One thing that honest, non drug seeking ppl don't think about is a clean urine analysis is as bad as one dirty.  If you took less in good faith and came out negative for hydro he would assume you with sold them or took them all right away, I'm a chronic pain patient too and I know the medical d
Field, all of those dr shopping junkies and ****** doctors ruined things for a lot of ppl in need of legitimate relief. The DEA ha them afraid if they prescribe they'll lose their liscense

Unfortunately, yes its perfectly legal. There is no law that says a doctor has to prescribe narcotics for pain. Many doctors will tell you that they don't prescribe narcotics if you call them on the phone, so that might be your issue with having trouble finding one so far. The best thing to do would be to get all of your medical records, including all of your x-rays, mri's, reports, pharmacy records, that sort of thing, that prove that you have problems, then make an appointment and give these (copies - keep one for yourself) to the doctor and speak with them in person. Most of them won't give you a prescription on the first visit, but will usually give you some sort of treatment plan that they want to try. I think that would be the best way to start finding a new doctor. It may take a while, but its definitely a start. Good luck to you and let us know how it goes OK.
