My nephew's mom call me mad that she caught my son licking his son's penis. His son said his penis was itching so he wanted my son to scratch it, but then he licked it. Is this normal behavior?

No. It could be innocent and dumb kids stuff but a firm talking to is in order here. Like NO NO NO. Do not do that. And then ask why he got the idea. If you hear anything fishy, start to investigate if something has happened to your son such as he has been molested or if he's seen or been exposed to something that showed this activity. That's the only way kids get those ideas at young ages. Unless it is the fluke act of kids which does occasionally happen.
