At what point do you stop being your kids personal driver?

I have been raising my twin niece and nephew since they were 14, they will be 18 in a few days. My nephew was very excited to drive, he got his learners at 16. However, he has since decided not to pursue his license as he doesn’t want to pay car insurance.
The problem is he needs rides to work, sports, friends, etc. If the weather is nice and it is not late, he will ride his bike.
I’ve noticed some of his friends use Uber to get around. He will, but prefers not to as he doesn’t want to spend the money. I find that interesting as he blows his money on music, gaming, junk food, etc.
I’m tired of driving him around. Is it wrong of me to tell him I won’t anymore and that he has to use Uber? I won’t let him ride his bike after 9pm.

this is such a great question as I put a gazillion miles on my car day after day transporting my kids to wherever their heart desires.

I agree with Hangman. Many kids now a days dont learn to be on their own because they are not forced to. This is hard for me because I never learned to drive. However, I never expected rides all the time either. If my family helped me out then I would try to contribute to assist with gas. Since then I am married and my husband drives me around. When he cant and I need to get to work I find a friend to carpool and chip in. You have to teach him that you wont always be there and he needs to start thinking ahead and making his own way.

Tell him that you have your own life to live, and although you will take him places when possible, you won't always be available when he needs to go someplace that is important to him.  Also tell him that from now on he will have to "chip in" for the gas and insurance if he expects you to be his personal driver.
