Do you have an anterior placenta? That could really effect how much movement you feel. Baby has a lot of room still so you won't feel as much as you will later on. As with anything, if you're worried, call your Dr or the nurse line :)

I didn't feel my baby that much at 23 or even 24 weeks it also depends on the position of the baby now at 27 weeks I feel the baby almost all day and night

I definitely dont feel her 10 times in am hour. Its like 3 or 4 times at once then nothing for a couple days.

Start to keep track of her movements. When she's active start counting how many movements for one hour. Should be 10 movements per hour at least. Maybe baby is sleeping. Try waking her up. If she really doesn't move, go to the hospital. That's what I was told.
