I have a low budget too I decided on baby price is right....drink up baby where you put different drinks in baby bottles and it's a race to see who can drink it faster....a diaper raffle which is a good way to diapers and money for other baby needs.....and my water broke where you put the mini baby in a cube of ice and whoever get the baby out first yells my water broke and wins a prize.

I found some really cool game ideas on pinterest. Like pin the pin on the diaper  (like pin the tail on the donkey) or blind folded diaper changing. :) I too have a low budget.
