Use a moisturizer of some type- just avoid the nipples with anything that isn't safe for nursing (lansinoh is good if those are itchy).  You might also exfoliate with a sugar scrub then moisturize right after.

Omg. I forgot about this. I had really itchy breasts with my first pregnancy but put it down to my excema and I have really dry skin. I've had no problems with this current pregnancy. I think I used the oil that I was using on stretch marks and lots of heavy moisturiser. I remember this driving me nuts though! Let me know if anything works!

I am 35 weeks and had bought a cream for when i start breast feeding.  Its for nipple cracking but it actually helps me now with the itch.  Moisturizes and they recommend strengthening your breasts before hand anyways so your killing 2 birds with one stone.

Well, that's annoying!  I'd first try lotion to make sure your sin isn't dry which can cause itching.  Otherwise, it's the breast changes and hormones.  I had hormone related itching with one of my pregnancies  and my doctor had me apply coraid but I'd speak to your doctor about this.  good luck
