difference in EDD , baby is weak as per gestational age

Hello, I am 28 weeks 4 days pregnant and my EDD on 1st USG is 10.Dec.2013, but on my 7th month ultrasound the doc said that baby is weak and the age of baby is 27 weeks and 2 days instead of 28 weeks and 4 days. However the placenta is Anterior and grade I maturity. HB is 12.4 and GCT is 125 normal. No urine infection and all my test till date were normal. I am very worried as to why the baby is weak and smaller to the gestational age.
