Sounds to me like a case of ignorance mixed with extreme poverty. I have heard many stories of mothers watering down their baby's formula with much more than the recommended amount of water to "stretch" the formula because they can't afford enough. I can completely understand how a woman who has no money for any formula at all would be tempted to water down her breastmilk... and in such a destitute situation the mother would probably be hungry (to the point of being malnourished) as well, which would kill her milk supply. She might not have known any better - or she just might have been desperate and trying the best she could to stop her baby crying from hunger.
I'm glad this story is making the rounds. The more people who hear about it, the lower the chance of it happening again.

Babies should not drink water until they are 6 months old. Between 6 and 12 months, babies can drink small amounts, but no more than 1 to 3 oz at a time.
Water has no nutritional value, therefore babies should drink breastmilk or formula first.
in Neveah's case, watering down the breastmilk caused her electrolyte and sodium levels to drop, therefore causing her brain to swell.
It is important to note, that also specifically in Neveah's case, the detectives reported unsanitary living conditions. Furthermore, the girl's parents refused to get their daughter medical treatment since birth.
I note this as important, because the practice of adding water to formula or breastmilk is common (that makes it no more acceptable). There were extenuating circumstances in this poor baby's case.

They baby was 10 months and they were poor. The mom wasn't eating properly and wasn't producing enough breast milk. It's sad her and her husband are on trial but they had no idea water could hurt the baby. Until reading the article on the case I had no idea either.

The baby died from water intoxication nd they were mixing the breast milk with water so he was getting more water than the nutrients he needed

You can give your baby water but in small amounts after 6 months. All my kids have had small amounts of water and are fine. I also didn't breast feed so formula is mixed with water and when doctors say it's safe to introduce juice they tell you to dilute it with water.

Children need a lot of nutrients during their first year of life. They need a lot of fat, and breastmilk has a lot of fat and nutrients and since she watered it down then the baby was practically starved to death.

Breast milk is all the baby needs, they cannot dehydrate on breast milk therefore do not need any water. Their tummies are soo small and they get full quickly, substituting a feed with water will make the baby not hungry for milk and they will lose weight and it can get dangerous.
