Yeah I have a hospital that's a block from me and they deliver less than 1000 babies a year. I started going into premature labor there and if I gave  birth they wouldev shipped my baby off to a different hospital because they didn't have a nicu and I would've been stuck there. So just look into it, you can talk to your Dr. about what hospital to deliver at if you're unsure.

The hospital I go to have ER and L&D on different buildings. ER is on it's own across the street of the actual hospital.

No, not every hospital has a maternity unit. I actually live within an hour of two hospitals that do not deliver babies, and at least four that do. In emergency situations I am sure they are prepared to handle uncomplicated births but otherwise their policy is to stabilize and transport.
