Are women's breasts mucous membranes?

Is rubbing penis against a women's breasts and sucking on them any risk of any std skin to skin contact?

Rubbing could expose you to syphilis and herpes, in case there were chancres, blisters or genital secretions. But that would be more in case of rubbing genitals with genitals, not genitals with breasts.
I don't see any risk from this encounter.
