Bumps/blisters on penis after oral sex

About a month ago i had unprotected oral sex with 2 another guy (one week apart. I've never had another sexual relation or anything with anyone in my entire life, no oral no penetration. No sex of any kind).
Anyways, After a week of the incident i've developed a sore. My doctor said it was not herpes since it wasnt painful and wasnt itchy. After 19 days of the incident i tested for syphilis, gonorrhea, hepatits b and c, everything was negative. I did a swap test on the sore and nothing was detected.
The sore did not go away. However, today i started to notice a very small bumps on the penis, plus some veins on the penis that look bigger/huger/swollen. Im not sure if its an std since i've done some tests and was negative.
Could it be a sign/symptom of an std? It is not painful nor itchy.

It was too early to test for syphilis, though getting a sore from syphilis a week after exposure is really early.

Any bumps that come and go like this are not STDs, with the exception of herpes, but those are usually painful. The sore you have that has lingered isn't likely to be herpes, since it wouldn't last this long.

Have you followed up with your doctor? How long after it appeared did they do the culture on it?

So the small bumps are gone.. they  come and go. However, the sore on the head of the penis isnt gone and is not painful. Could it be from a bite? If he did bite me when performing oral sex could it cause an std? I've developed it two or three days after the first unprotected oral sex. And when i got the second unprotected oral sex with another guy it was there. Could it cause an std/hiv?
How would i know if its herpes or not other than testing? Because the doctor is convinced that its not herpes since it would be be painful.
