Protected sex and unprotected oral sex

              I heard that protected sex and oral unprotected sex is no risk from HIV(or at least extremly low risk) but not STDs , they can still tranmist under that circumstance. What kind of STDs can be transmited in that way? How great is the chance?
      
             My concern is: I performed cunnilingus on a stranger 3 years ago. No vaginal sex, I don't have a condom, and she insist that I must use it if I want , so I gave up instead of performing cunnilingus on her for like 2 minutes? No cut in my mouth and not deep, barely vaginal fluids.
              I recently met a girl,   ready for a serious relationship and gonna have sex. I'm worried if I got something from last exposure 3 years ago since STDs can be tranmisted thru cunnilingus. Any STD like HIV have a long incubation? Do I need a blood test for HIV and STDs before I have sex with my gf(I truly don't want her get something from me). I have a friend is a doctor, he says I'm totally fine, just go have sex with my gf,I have higher chance to win a jackpot or hit by a lightning than contract STDs and HIV from that exposure. But there r someone win a jackpot or hitted by lightning,right?
              Oh, PS. since last cunnilingus exposure, nothing happened to my body, no HIV ARS, no skin problem.

Yeah, for 2 minutes max, outside , not deep in, barely fluids. Since HIV risk is exmtremly low. What else STDs may transmited this way?

I heard both performing cunnilingus and having protected vaginal intercourse still in a risk of contracting STDs. I wanna know which STD can be transmited that way as the exposure I mentioned above which considered to be relatively safe.
