First - most important - if you are experiencing depression, please talk to your doctor about that. That needs to be treated.

Shave bumps are very common after shaving. If your razor was even slightly dull, there is a better chance that could happen.

I'm not sure about the bump on your penis shaft. Unless you shaved there, that bump isn't from shaving, probably. What does it look like?

When you talk to your doctor about your depression - and that should be SOON - have him look at the bump. There are lots of things that cause bumps, most of them are not STDs. If you just had oral sex, anything you'd have been at risk for wouldn't cause bumps.

Bump on my penis shaft is very tiny. Looks white in color
You need to be really careful when shaving your genital area. Skin there is really sensitive and I strongly discourage men from using the same razors as for shaving the face. I would recommend you to buy razors with circular head and soap bands on the edges. This bands will reduce the friction and the irritation will be much lower.

Use creams before and after. If you can, avoid to shave your genital area in dry conditions, I mean, do it while you are having a shower or right after finishing, as your skin will be moisturized and more resilient to irritation. Hair will be easier to remove that way as well. Spread your skin using your fingers and make everything even easier.

After finishing, clean the area using cold water. After that, use as much hydrating cream as you think it's necessary.

All the best.
Agree with all of what Dragon said.

A small tiny white bump could be ANYTHING. It could be an oil gland, a whitehead. It could be HPV, but that would be really unlikely if there is only one. Since there is only one, I'd suspect something totally normal and not worry. If it grows, or you get more, see your doctor. Google Fordyce spots and see if it looks like those.
Thank you so much for the response
