Penile Papules?

I am 27. Recently I had noticed small bumps on the head of my penis but not on the shaft. They don't hurt or itch. I'm not sure if I remember seeing them before I took notice two and a half weeks ago. I had received unprotected oral sex from a stranger which is why I had taken notice at that time. I took a blood panel for herpes which included early detection and it came up negative. There are no other noticeable symptoms and aside from heat and stress at work, I feel relatively fine.

Around the rim of my penis head on the underside, especially on the left are noticeably larger bumps that look a little like tiny pimples. They feel hard compared to the rest of the skin. I noticed those after masturbating with my left hand about a week ago. I first thought they were all Penile Papules but what about the rest of the small bumps on the rest of my penis head? Do the papules appear only on the rim or can they appear on the head?
The bumps are not getting bigger or smaller (i think) but I can see them all over the head of my penis. They vary sightly in size some are noticeably bigger and one on the top of the head looks almost like a tiny skin tag or just a larger bump. When erect, most of the bumps go away and the larger bumps are less pronounced.
Other things I have considered is that I have one skin tag on my inner thigh and my father and grandmother have multiple skin tags. I also have Pelvic Floor Dysfunction which is only adds to my fears even though they are most likely unrelated. Sometimes when I masturbate, I will masturbate into a cloth or toilet paper to catch. Could this have caused irritation and had a long term effect that is catching up to me? I also work in a factory under very hot and dirty conditions but I wash daily after work. Yesterday I started washing with a different body soap just in case it was the soap.
Since my herpes tests have come back negative, there is some relief but I still worry. What could this be? I don't have health insurance nor do I have money to see a doctor. I had to pay a lot of money just to get the blood tests done but now I don't have any resources to get this checked out professionally.

It cost me alot of money to be diagnosed with Penile Papules and had to have a doctor's diagnosis for it and figured it would make me feel better.   I only wasted money.  I can tell you that my doctor did the same thing to me, he even told me over the phone before being seen that he never noticed any concern for warts or anything of that kind on my penis.  I insisted on comming in and having him look at them.  He did see me, and on a split second he said those are normal!   I didn't believe him and he then continued to show me pictures and pictures and then talked and talked to me about it, I figured he did this as he is my regular doc and knows me well.  He then told me to stay off the internet --he's quite a good doctor.  

I can tell you at best if you fetch up the money the same thing will happen to you from a doc's visit.   You are worrying too much.  Give it some time you'll be alright.

Well I think your mind can be at ease if the Dr.'s is and also i would hope this taught you a lesson before you have any sexual relations with a stranger...Also apply for that medical assistance that is available so you don't have to pay the huge bill, call the Dr.'s office's patient accounts. yes I'd be satisfied.   this is absolutely not herpes going on. It's very unlikely you contracted hpv from oral sex and had it present that quickly too.

I have gone to a walk in clinic today and the physician said that there was little to worry about and I was most likely worried about nothing. The problem is he didn't give it the same look over that I did but I told him about the one's that were still visible when erect. Even so, he tried to convince me that they would be more obvious if they were warts. I asked if he could write me a referral to a dermatologist anyway but the clinic visit alone cost me way too much. I can't afford a specialist right now. Should I be satisfied with the physicians answers?
Does anybody else have an opinion on this? Maybe it's because I was still in a state of panic but he seemed kind of care free about the exam.

I think you should see a Dr. You should see if there is a free clinic around your town or most big Dr. offices offer some type of medical billing assistance. It might be genetial warts, although I don't think that is transmitted through oral sex...I would definitely see a professional...
