Prevent skin-on-skin STD transfer with Boxer Brief shorts?

I saw the Scroguard (http://www.dailytelegraph.com.au/news/when-a-condom-just-isnt-enough-heres-scroguard-a-latex-sex-nappy-that-protects-everything/news-story/7e611184134ab70a5b9fc72968813095?nk=9bd6dacc4890d1852c5e143956bda024-1494010961) nappy like condom and wondered if using a pair of boxer brief shorts with a normal condom would work just as well against skin-on-skin contract with someone who is going through a breakout of gonorrhoea for example? (but, of course, I wouldn't know at the time)
