STD check came back negative twice with symptoms?

Hi, 3 - 4 to weeks ago I had unprotected sex with a girl for about 10 seconds before I put on the condom. Stupid... About 4 days later I began to notice a slight irritation on the tip of my urethra. The next day I went to the clinic and got checked for the basic std screen. The Dr. assumed it was chlaymdia and I took a 1g dose of Azithromycin. Symptom did not go away with the irritation. And test results came back negative for std’s.

Later that week symptoms got a little worse with pain in my Testicles and a red urethra, and what felt like something inside the urethra. This time I was given a shot for gonorrhea and 1g of Azithromycin for chlaymdia.
Symptoms over the next days began to ease and only a slight irritation of my urethra. (Nothing to annoying) But the inflammation in my Testicles seem to get worse. A feeling of heaviness that comes and goes. And what to seem as a sore or tight feeling on both sides of my pelvis, that has easied over a couple days. It was been 7 days of treatment and still test came back negative?

I have not noticed any discharge, not does it burn when I pee. I will drip after I get done peeing. But seems to of gotten better in the last day.

Symptoms
- a little red irritation at the urethra
- inflammation of testicles that comes and goes ( small pain, feeling heavy at times)
-sometimes I feel heat at the tip or urethra    ( or I’m just thinking about it)

I’ve become worried at this point because it seems as nothing is working. What could this be?
