Shiny Light Red Spots on Head of Penis

The red spots on the head of my penis appeared after masturbating about 5 days ago.  They are not very itchy or painful.  I do sometimes feel tingling in my anus but that could be due to hemorrhoids and cheaper toilet paper I recently switched to...I could also be paranoid.  

Initially there was dry skin and bit of redness on the shaft of the penis but that healed within a day or two.  They have progressively got less red.  

I went to a doctor in South America and he said he thought they were herpes, but they haven't erupted and I'd like a second opinion.  I've bought Valtrex just in case.  Any thoughts?
