Small dots on penis head

In March or so I noticed a patch of small dots on penis head, since then I have seen many more come in. The dots are almost skin tone. I went for an STD test, all came back negative. Being that I've had them for months, and they are painless I know the are Herpes, any idea what it could be?

Pearly penile papules maybe? if so , its perfectly normal , nothing to worry about
