Discomfort pain in tip of penis after oral

Hello and thank you for your help.

About 4 days ago, I received oral sex from a woman with a tongue ring for about 10-15 minutes. After ejaculating, I put on a condom and we had intercourse for about 5-10 seconds before realizing she was on her period.

Directly after, I washed off using soap and water. There wasn't much blood, and I'm not too sure if there was any on the base of my penis area. The next day, I felt a stinging pain on the tip of my penis periodically for the past 4 days. It comes and goes. Nothing hurts when I pee, there's no discharge. And I'm really just concerned about the pain that I'm feeling. I don't know her STD status or anything.

I guess I have two main questions:

1. How possible is it that HIV could have been transferred through the period blood based on the description of the encounter? I'm not sure if any of the fluids could have gotten into the tip of my penis while washing off.

2. Does the stinging discomfort on the tip of the penis sound like it could be related to an STD? I thought that the discomfort could have been caused by the tongue ring, but it doesn't make sense that its lasting for 4 days already. Also, there's no discoloration or anything near the affecting area.
