I have only burning sensation in the morning urine.
Besides this my penis head skin looks inflamed with a distinct red colour.
I have checked my underwear for any puss or discharge but seems to have nothing.
Normally i feel fine during urination there is no burning sensation but only in the first morning.

WHAT MOST TROUBLES ME IS THE DIFFERENTLY VISIBLE INFLAMMED SKIN.
WHAT SHOULD I DO? SHOULD I GET RETESTED AGAIN?

1) the test should be conclusive
2) there are other stds that u can catch, such as nsu, parasites... Mycoplasma, etc...
3) perhaps you are suffering from blanitis

You tested negative for all pertinent tests. Risk for HIV was zero, by the way. You possibly do have balanitis and can speak to your doctor about it but that is not an STD. So, give up on the std thinking and look for other reasons.

This is the first you've mentioned the blisters and fever. If you have blisters and fever, you need to see your doctor soon. The sooner you see your doctor, the better the chance they can get a good sample on a culture. Go to a clinic or your doctor today.

Herpes blisters wouldn't come and go, unless you mean they come, last for about 7-10 days, heal, and then come back at a later time.
You can definitely let go of HIV and syphilis with your testing at 90 days. HSV is a great indicator, unless your blisters are acting like I describe. The next time you get them, get seen within a day or two and get them cultured with a type specific herpes culture.
