What is this!???

Hello everyone. I'll start with a little background info. 20 years old. Male. Last time I had sex was. 3-4 months ago and I wore a condom as well. Before that it was 3 months and that was with my gf in which I was her first. Anyways about 2 months ago I began to feel extremely itchy all over and it lasted a while, I was really bad at night and after a hot shower. I went I the doctors and he thought it was heat rash but he prescribed me scabies medicine as well. I put that all on. I also changed up my soap and detergeNt. The itch finally started to subside and is pretty much gone now. About 10 days ago I noticed a red mark on the head of penis on the right side. It's about 1 cm in diameter and is raised up a bit. It is also very smooth and kinda shiny. There's no discharge or puss or anything.  It doesn't hurt, burn, or itch. It doesn't hurt to urinate either. And is soft to the touch   I have no idea what this is but it is freakin me out. Let me know if you need a picture to better diagnose or more info.

I put vinegar on it and little white bumps came up

We never look at pictures, we can't diagnosis you. I see no STD risk from your protected sex. See a Dr for this skin issue, as only an exam is going to tell you what it might be.
