What is this red spot/bump?

Recently I noticed two small spots/bumps on my penis about half a cm below my penis head when i pull the skin back.  I am circumcised so I am pulling the excess skin back just to get a better look.  When looking at the two spots they are kind of shiny in the light and I can faintly feel a lift in the area when I run my finger across it.  It is not painful or itchy in the area. I've had a similar occurrence in the exact same spot about 1.5 months ago but it went away after about 4-6 days but the area still looked a little shiny, just not red any longer.  What could this possibly be? I am sexually active but I am extremely worried as to what it could be.  If anyone could please help me I would be forever grateful because it is absolutely driving me nuts and I am extremely worried.

Bumps can be many things often not a STD but you will have to see a Dr.
