how have you broken a rule? i found this really good picture online of what it looks like, can i give you the url?
I cannot say what is this then but the only way is observation and a physician help. I cannot diagnose you any further because I have already broken that rule here and I am not a physician. The only thing I can say is just go to the office, say your piece, and get examined. I am sorry if I cannot do anything else but at least I can encourage you to go.
opps im sorry to confuse you, i meant to say those arnt the case and mine ARE NOT as white as those and mine are shinny and scaley
This is normal and if you want at some point in your life, you could get them removed. But one thing: is what I mentioned somewhere along the lines of what you may be experiencing?
im looking at some pearly penile papules and mine are as white as those. mine look more like scales. sometimes you can only see them when you stretch the skin, there just shiny
You might be experiencing a common skin condition on the penis known as pearly penile papules. This is absolutely normal for males including teenagers. If you have been having them for the longest time, then, clearly this is the case. You say they are located at the rim, the head and on the penile shaft and you say you could only see them when you stretch the skin? I think all this time you may have been paying attention too closely to something you had for a long time. I cannot be for sure but I am sure this is the only thing I could think of.
