Can you have syphilis rash and still test negative?

I had sex with a new partner 4 weeks ago and I have some allergic type of rash all over the body. Small red bumps come and go in 2-3 says, some of them are itchy and some are not and I can’t figures if it’s syphilis or something else. I went in today to get tested for all the STDs as it has been 4 weeks and waiting for my results. I am very anxious at the moment. How accurate is RPR test after 4 weeks?

4 weeks is really early to get the syphilis rash. Have you had any sores on your genitals? That comes first, usually at around 3 weeks, and that sore would last around 3 weeks. It's painless, so you can miss it. After that, you'd get the rash.

The RPR isn't totally conclusive at 4 weeks, but it doesn't sound like what you have is syphilis. The syphilis rash doesn't come and go. Were you tested by a doctor? Did the doctor see your rash?

Did you use a condom with your new partner?

Syphilis isn't that common in most developed countries. I'd be surprised if this is syphilis.

Yeah I used a condom. I did give her oral. I didn’t see a doctor. I ordered the test through STDcheck.com. How long should I wait to have a conclusive test result?
I checked my pubic region and genitals but there’s no rash or bumps.
Chances of you getting anything from receiving oral using a condom are very, very slim. Chances are about the same when performing oral on a vagina.

6 weeks is conclusive for syphilis. If you have a rash all over your body, you need to see a doctor. STDcheck is great, but there are some things that you need to see a doctor for, and a rash is one of them. Any urgent care doctor should be able to help.
I am a male and she gave me oral without a condom and I gave her oral. We had vaginal sex and I used a condom for that.
I lost my insurance as I lost my job and it’s a little expensive for me to see a doctors visit.

Call your local health department and see what services they offer for people with no insurance. They may even have an STD clinic near you that's free or low cost. You can also google your county and health department, like "Cook County, IL health department", and see what services they have. You can also search things like "Texas STD clinics" or "Florida free clinics". Obviously, call before you go to confirm that they're open (and real).

Most urgent cares will do payment arrangements, too, and self-pay discounts, so if you have to, you can ask about those.  
Chances of you getting an STD from this are very slim. Oral sex is much lower risk than vaginal sex, and you used a condom for that. I'd be really surprised if this is syphilis.
Bumps are really tiny and cause mild itching when I touch them. It’s mainly on stomach, back and outer side of the thigh. Can it be a heat rash from working out intensely?
Just got my results from STDcheck and it all came negative. I was wondering if the bumps were from syphilis it should show up on the test results correct?
It might show up if it were syphilis, but testing for syphilis isn't conclusive until 6 weeks. It doesn't sound like syphilis though. Have you googled pics of a syphilis rash to see if yours looks like that?

I can't tell if you if it's a heat rash - it's a possibility, but so is an allergic reaction, dermatitis, and a bunch of other things. I know money is a concern for you, but the only way to know for sure is to get it checked out.
