Penis red and swollen, itchy groin, no other symptoms, what is this?

I had a random encounter 3 weeks ago. The past few days I've had a bit of itching of my scrotum and the shaft of my penis but nothing that seemed too serious. As of yesterday the area just below the head of my penis has become extremely swollen and itchy. I am circumcised. My scrotum is also very itchy and the skin has become tough and leathery as if it is slightly inflamed. Oddly, they only begin to itch if they are disturbed, like moved or touched. The itching seems to emanating from just below the skin. There are no other symptoms like discharge or sores - nothing that is visible. I already have herpes and this is not that. I can't find a description of an STD that quite matches my symptoms. What could this be? I think I might be going to the doctor later today.
