Yes, but it's not as likely as it is by vaginal or anal sex. The strains usually transmitted by oral sex are the strains that don't give you genital warts, so you may never know you have it.

Oral sex is generally lower risk for STDs than vaginal or anal sex is.

This depends on which strain of hepatitis you're referring to.

Hep A is transmitted only by fecal matter (poop). It is very rarely spread sexually, and if it is, it is via anal sex and rimming (mouth to anus).

Hep B is spread by unprotected vaginal and anal sex. In theory, it could be spread by oral, but most experts believe this has never happened. It is found it blood, vaginal secretions and semen. There is a vaccine for this. If you haven't been vaccinated, talk to your doctor.

Hep C is found only in blood and is very rarely transmitted sexually.

All 3 hepatitis strains can be cured, though some have hep B for life. HPV usually clears itself from your body within 2 years. If you think you have any of these, get medical treatment. Hep B can cause serious liver issues, so don't try at home treatments.

HPV is very, very common. It's estimated that about 90% will have it at least once in our lifetimes. Condoms offer significant protection, but not total protection. There is also a vaccine for this. Talk to your doctor if you haven't gotten it.

Hep A - not likely. Hep A is usually acquired through contaminated foods. There is also a vaccine for that. If you regularly have anal sex, or travel, or just want the vaccine, you can probably get it from your doctor. Some countries give this vaccine as part of the childhood vaccines. Ask your doctor, or google your country and hepatitis A vaccine to find out about your country, like "US hep a vaccine", "India hep a vaccine", Israel hep a vaccine", "Canada hep a vaccine", etc. You can also search similarly for how common each infection is for your country, like "Canada hep a rates" or "Canada hep a incidence".

Hep B - it's uncommon now in most places because of the vaccine. Your doctor can do a test to determine if you've been vaccinated. Depending on where you are, and when you were born, you probably got it when you were a baby.

Some people have hep B for life because they didn't respond well to meds, or they had it for a long time and didn't get treated, or they had other illnesses - that's a really general statement, and it's often more complicated than that. Treatments are getting better.

If a condom breaks and the sex is unprotected for 1 second, you aren't going to get anything. That's just not enough time.

You said that if a condom break and sex(anal sex) is unprotect for 1 second, you can't get any STDs, so how much time is required? because in 1 second rectal fluids from the bottomed partner can move into the penis of the top partner causing infection, why 1 second is not enough for such a thing to happen?
So many different factors why. Time, contact with air etc, initial chance for infection etc.
but for infection to happen rectal fluids need to move into the penis and it's very easy, isn't it? it can take a millisecond, once it's there the contact of the penis with the air afterwards won't matter, right?
A millisecond? Unlikely. Obviously, the longer the exposure, the more likely the chance of infection, right? And your partner actually has to be infected.

Did a condom break for you? If you are concerned, just test. We can talk all day and go back and forth about odds, but really, none of it will help your anxiety. Just test and find out.
It's not obvious why the longer the exposure the more likely the chance of infection, because if rectal fluid on the lining inside the rectum are existing the penis contact them in a single touch, and from what I understand the rectal fluids inside the ass contains usually high viral load.
Actually, the reason why unprotected anal is higher risk is because there can be tearing inside the rectum, which can make it more likely for germs to enter the blood stream. This mostly applies to blood-borne pathogens like HIV, hep b and hep C.

If you are the insertive partner, it doesn't do much to change your risk, but if you are the receptive partner, it does. "Rectal fluids" aren't really a thing.

And the longer the encounter without protection means the longer the friction, the longer the exposure to germs, and the more likely the chance of infection.

If you're concerned, just test.
