Small Bumps On Penis

I have had these small, cyst-like bumps on the left side of the shaft of my penis and I am wondering what it is. When I went and got tested my results came back negative and the doctor said to just try not to irritate them and they should go away. It has been almost 6 months since then and they show no signs of going away. Any help on what they might be or what type of doctor I should see would be much appreciated

Bumps can be many things often not STD related. Maybe try a dermatologist.

Edit: I forgot to mention that these bumps cause me pain when they are irritated, making sexual contact nearly enjoyable.
