What are these red bumps on penis head?

Yesterday, I masturbated and I cleaned up using an old tissue that was lying around. A few hours later when I went to pee, I noticed some small red bumps on my glans. They are not in group but individual red one scattered all over.
They do not pain, itch or anything. I just see them there. They were not there when I masturbated.

8 weeks ago I received an oral blowjob from a stranger and did not have any penetrative sex.

I am concerned since last night. What could be these red bumps? hepes or any other STD or an infection from that dirty tissue i used to clean yesterday?
