That is correct. But most herpes doesn't tingle at all. Too much is made of that symptom on various websites. In 30+ years in the STD business, I have never seen a single person with genital herpes whose main symptom was tingling.
Herpes just is not a realistic explanation for your symptoms. Even if you had a positive lab test for HSV-2, I would conclude you had asymptomatic herpes plus tingling caused by something else. Let it go.
Quick follow up to your answer, I think I understand it as the tingling could be a symptom of herpes but it would follow with the blisters and I would not have these sensations so long without the breakout, is that correct?

No STD causes the symptoms you describe. A slight case could be made for the feelings at the tip of your penis, but even that really doesn't fit, especially in the absence of abnormal discharge, visible sores, or pain during urination. The anal symptoms and burning of the feet clearly aren't due to any STD.
So between "herpes or nothing at all", it's definitely nothing. Herpes does not cause such symptoms. Although such things are listed among the symptoms herpes causes, this only means that some people with herpes lesions first notice tingling or burning; then when they look, they realize that the symptom was due to the sore. Herpes does not cause the sort of thing you describe. Further, herpes symptoms never persist for than a week or so at a time, definitely not weeks on end.
So I agree with the provider who told you everything is fine. Of course, that's physically fine. Certain emotion could be contributing to this sort of symptom, as you suggest yourself. And I have said many times that when someone suspects his or her own symptoms have a psychological origin, usually s/he is correct.
Bottom line: Don't worry about herpes or other STD. Of course re-visit your provider if you remain concerned about the symptoms.

I just read my post and forgot to mention I had a urine culture (not sure what he tested for, he knew what I had done) and he told me everything was fine. That was about 10 days ago
