I suggest you see your doctor as soon as possible with this problem.

As the problem started randomly in the tip of your penis and has spread to the testicles, it is likely that you have an infection.  Infection in the tip of the penis could be balanitis.  The infection in the scrotum could be epididymitis if the epididymis is infected or Orchitis if the infection is in the testes.
These can be viral or bacterial infections that can cause these problems.

Do you have any other symptoms like swelling in the neck and under your jaw?

Your doctor will be able to diagnose your problem and prescribe you with antibiotic if he feel this is required.  The reason I suggest you see your doctor as soon as possible is that if your symptoms are what I have mentioned above and the doctor confirms the diagnosis, the sooner you get the right medication, the sooner it will improve.  Don't wait until it gets really bad.

Best wishes.

I don't know, because I'm not a doctor.  Have you been masturbating alot?  That could cause some penile soreness.  If not, I suggest you see a doctor... it would be nice to know how old you really are... may be you will live to be 113, but I doubt that's your age now. :-)  Blessings - Blu
