Hello, If I am reading your question correctly....The answer is Yes!

Here it is in a nut shell (no pun intended)!
If one has HSV type 1 (Oral herpes, Cold sores, all the same), and it is active then Yes, you can transmit this to the genitals.

On the Flip Side, if one has HSV Type 11 (Genital Herpes) and one has oral sex while lesions are present, then Yes to this too, the Herpes can be transmitted to the mouth!

As a side note it has been founded that even if one does not have an 'Active" outbreak, one could still pass the Virus to another by the sloughing off (shedding) of the virus.

Best bet is to Always use a condom, and if you notice a partner w/ a lesion on theor lip, mouth then do not kiss or have oral sex.  And, people usually call this outbreak on their mouth a 'Col sore" but in all actuality...It is one of the Zerpes Viruses.

   Hope that helps somewhat :)
Take Care and Be Safe,
