Penis Healing Over - Very Painful

I'm an 18 year old male, since the age of 13 I've been able to retract my foreskin right over my glan and have been able to pull it right back so the entire glan is exposed. I'm a very clean person and I always make sure my penis is squeeky clean!
About 2 weeks ago I noticed some cuts and sore lines around the bend of the foreskin, just before it tucks under the glan.. and then the cuts started to get very painful and started to bleed.. it then got to the point where I was having to sleep with my back arched so my penis wasn't touching anything..because if it did touch anything like bedsheets it would be ever so painful. It got so bad that I had to take 8 days off of work and walk around the house with nothing on below the waist so that the sore part wouldn't come into contact with anything.
After 8 days of constant soreness and having to cover my mouth to stop screaming when I go to the toilet.. because of the interaction between urine and the open wounds I took the courage to wrap the end of my penis in Toilet Paper and go to work. TOILET PAPER WORKS, BUT THERE IS A PROBLEM.. everytime I need to urinate I have to remove the toilet paper and it opens the cuts again.
It gets worse.
About an hour ago I got into the bath for the first time in 2 weeks ( I know, gross but it's not intentional ) - it was painful at first but I washed the whole penis and got all the excess toilet paper off and noticed that I could touch the part healed cuts although they are now slightly ***** and at the verge of growing new skin.
Here's the problem. I can't pull my foreskin back at all.. not even enough to be able to see my glan AT ALL. Also the bend of my foreskin is COMPLETELY solid, like it's got Rigor mortis.
I'm begging someone to please tell me what has happened and what is happening to me, at the moment the cuts have gone slightly pail-er and whiter and are starting to heal but they are healing as if the foreskin is now going to be way too tight to pull back..

U must get the extra foreskin that goes over the head of your penis sercumsized which means get it removed
I have had the same problem but after i got sercumsized whitch means getting the access foreskin that goes over the penile head it went away
I can't see how you are going to resolve this without seeing a doctor. You might have saved yourself a great deal of suffering had you done so a lot earlier. I can't diagnose this for you, it is outside my experience. But an antibiotic/steroid cream like Fucidin H may help while you are waiting to see the doctor. Good luck.
I think you're going to be okay - just let it heal, and once it has completely healed, then start to rework it again. I just left mine pulled back all the time, then the glans becomes less sensitive, and the foreskin also grows around your penis while it is pulled back - then when you want to push it forward, it doesn't have to stretch over the glans, because it is already grown with that dimension.
