loss of penile sensitivity

I've had multiple low back surgeries in last six years. My last one was Sept of last year and since then, my scrotum and penis go numb, turn purple, get so cold they hurt and have loss of sensation in my penis which causes me to not be able to ejaculate when I have sex with my fiancee. I'm assuming this is from my last surgery. I had a different surgeon this time. I've never had this problem after my other ones. Did he screw me up?  Are there any tests to check the nerves and blood flow and ability to get everything erect I can ask my doctor to perform?
