Are you circumcised? If you are circumcised the rough skin on the head of your penis is a result of your circumcision. The glans constantly rubs on clothing and leads to the formation of rough skin. Other possibilities are there could be Fordyce’s spots or sebaceous prominences which could be causing the roughness. If it is causing a concern get it examined by a urologist. I do hope it helps.
