waking up difficulties

My sister is 14 years old having problem in waking up in the morning, my father is taking hours to wake her up, she screams because she doesn't want to wake up then he start screaming on her to wake her up and we finally get a battle in the house each morning + in the afternoon,
She has this problem since she was starting going to school by age of 3
We have daily morning screams from both of them in the morning

Do you think she have a psychiatric condition?

It's difficult to say from what you're describing. She should probably see her pediatrician first, undergo a complete evaluation and then determine whether it's a psychiatric condition or a sleep problem.
