Do I have insomnia?

I usually get to bed by 1130 pm then fall asleep around 12am.  In the last 3 nights though I have gone to bed 1130 pm but went to sleep around 1:40 am. (nearly 3 hours after I decided to go to bed).  Am I developing insomnia?

First it's two hours not three.  But not necessarily insomnia unless -- and this is important -- you feel an adverse affect from lack of sleep during daytime hours.  In other words, if you awaken with enough energy, you mood is normal, you otherwise feel OK and rested, then you are probably getting enough sleep and don't have a problem.
