Smoking Addiction

My relative has been a serious chain smoker for the last 40-45 years. Now, he has decreased the number of cigarettes considerably, he now smokes about 3-4 cigarettes per day. What are the tests by which we can test the report of his lungs and how close is he to the borderline? Please help me by suggesting some medical tests.

Also, please suggest some ways to decrease the number of cigarettes to NIL.

Thanks in advance!
