endocyinology vs MD/general physician

For someone who has a  constant twitch in their right eye (prior to this was sore), is constantly tired, has muscle aches and cramping, with graves disease in the family -- should this person go to an MD for complete physical, blood workup/thyroid (they haven't been to an MD in years). Or should they go to an endocrinologist? Does an MD treat cases of Graves?

Start with primary MD who can refer you to Endocrinologist or Eye doctor if needed.

That was done, for an exam, and she said it is definitely not Graves or Thryoid related. Blood test results look healthy. Suggested perhaps another visit, to help diagnose. Could be a number of things, mentioning eye related, possible cat scan, or even M.S. The other problem however is financial and this person can't be going from Dr. to Dr.. This isn't the best time. May be losing insurance in the coming months. - Entirely unsure as to what to do now.
