From those tests there is no way to establish cause for what is happening. That will require more tests, but obviously your thyroid hormone levels are much too low. I assume that the T4 is Total T4 and I expect that it is at the low end of the range. Your Free T3 is in the lower end of its range also I expect. With the symptoms you are having, I have no idea why they would ever think you needed to wait any longer to get started on thyroid replacement medication. IF the doctor thinks your thyroid gland is erratically producing hormone, then with thyroid meds, you can gradually increase your levels as needed to relieve symptoms, and not have to depend on any output from your thyroid gland.
You need to make sure they always test you for both Free T4 and Free T3, not Total T4 and Total T3, every time you go for tests. If you cannot push your doctor to prescribe thyroid meds, then you need to find a good thyroid doctor. A good thyroid doctor will treat a hypo patient clinically by testing and adjusting Free T4 and Free T3 as necessary to relieve symptoms, without being constrained by resultant TSH levels. Symptom relief should be all important, not just test results.
I think it would also be a good idea to do an ultrasound test on your thyroid gland.

I then had test done in late Aug and they said they were normal and that my thyroid is working sometimes and not other times. Can that happen?

After you post your labs,
I would HIGHLY recommend that you promptly fire your Dr. and find another.
The advice that they cannot do anything until it dies is absurd!
Now if the Dr meant that he or she didn't think it had lost enough effectivness to start you on medication that is another story. and one depending upon your symptoms and your lab results we can argue one way or the other.
Saying that you cannot do anything about your hypo symptoms until your thyroid gland "dies" is ridiculous. Please post your thyroid related test results and reference ranges shown on the lab report so that we can better assess your status and suggest what needs to be done.
