I see you've had TSH and Free T4 tests, but have you ever had a Free T3 test done?  Free T3 is the hormone that's used by individual cells in our body, while Free T4 is a storage hormone and isn't used directly; it must be converted to Free T3.  It's possible that your body isn't converting it adequately which is keeping you in a hypothyroid state.

Also, have you ever been tested for Hashimoto's?  Hashimoto's is the # 1 cause of hypothyroidism.  Hashimoto's is an autoimmune condition that for some reason "sees" the thyroid as foreign and produces antibodies to attack and, eventually, destroy the thyroid gland so eventually, it will produce no hormones at all.  Hashimoto's can be triggered by a number of things, ranging from food allergies to viruses.

Kelp tablets contain a lot of iodine, which can be detrimental to those of us with Hashimoto's and it can cause the autoimmune process to be greater than it otherwise would be.   Iodine is not recommended for those with Hashimoto's.

Many of us with Hashimoto's are sensitive to milk/dairy, wheat products, sugar and/or other foods.  Eliminating those foods can help considerably, but that may not be the only thing wrong...

Just because you've taken the medication and your TSH and Free T4 have returned to normal doesn't mean you are cured... If you have Hashimoto's, you have it for life and if you stop taking the medication, you will again become hypo.

Palpitations are a common symptom of thyroid conditions, both hyper (overmedication) and hypo (under medication).  Your TSH indicates you are hypo because it's over the stated range, but your Free T4 is pretty high in the range, which indicates that you aren't converting Free T4 to Free T3.  Can you ask your doctor to test Free T4 and Free T3 together so we can compare the 2 and see what your conversion looks like?  Also, please ask to have antibody tests done to determine if you have Hashimoto's.  Those tests are Thyroid Peroxidase Antibodies (TPOab) and Thyroglobulin Antibodies (TgAb).  Once we know those things, we can advise you better.
